Government Edits Checklist

When you are ready to export the edit of the government meeting, refer to this checklist.

  1. Lower thirds, and Titles
  2. Chapter Points
  3. Exporting Formats
  4. Uploading
  5. Send File to Playback Server
  6. Backup File to Share Drive

Lower thirds, and Titles

The Lower third (key/graphic bar) needs to have the meeting date on it. The date is shown on the key as an abbreviated date format:

January JAN
February FEB
March MAR
April APR
May MAY
June JUN
July JUL
August AUG
September SEP
October OCT
November NOV
December DEC

Titles, at the front and end of the meeting, are both controlled by the same title within the edit. All you need to do is change the date on one, the other is simply a second instance of it.

The date on the Title page, needs to be the full date: spell out the full month, and give the number(s) of the days that the meeting took place on.

Chapter Points

Check that your timings for where the chapter/agenda points are within the edit are at the start of the agenda item. A few seconds just before the agenda item is verbally introduced is fine too.

Exporting Formats

Currently (2018, September), we are required to export two formats of all government meetings.

  1. MPG-2
    1. If there is not a preset under the MPG-2 format choice that says either VMW SD or CVCTV SD, then choose: NTSC DV.
    2. This is will export the Standard Definition file needed for the channel playback.
    3. Name the file: [4-6-letter program code][4-digit year 2-digit month 2-digit day (or 4-digit day in multi day meetings)]
      1. Examples:
      2. City Council = ECCC, shot on September 24-25 = ECCC2018092425
      3. Plan Commission = ECPC, shot on September 26 = ECPC20180926
  1. H.264
    1. The preset is at the VERY bottom of the list,
      1. if you used an external camera (panasonic AGHMC150P) to record the meeting, then use: YOUTUBE 720P 29.97 HD
      2. if you used the existing robotic camera system to record the meeting, then use: YOUTUBE 480P 29.97 SD

The same naming system is used across all formats that we export.

Uploading

When all exports are finished, we will begin their upload to the Video On-demand server (currently Youtube.)

Send File to Playback Server

While the H.264 files are uploading to youtube, connect to the Playback server and copy the file from the local drive (MPG-2) to the meeting folder on the playback server.

When the government meeting is loaded to the playback server. notify the scheduler that the meeting is available for scheduling.

Backup File to Share Drive

When both the MPG-2 has been copied to the playback server and the H.264 has finished uploading to youtube, Move (Cut and Paste) the files to their respective folders on the share drive.
