====== Government Editing ======
Delete **ALL** the files inside of the **VIDEO Folder**. This will remove the __PREVIOUS WEEKS VIDEO__, allowing for easy transition for the New Video.

====== Transfer Video ======
**COPY** the video for the current week to the **VIDEO Folder**. **__ALWAYS COPY__** the video from the device that you used to record the video onto. If something goes wrong with the edit, we can come back to the original video. __Hold onto the device used to record the program__, DO NOT put the device back into circulation until the program is rendered and ready to air.


====== Open Template ======
When the Video has completed Copying to the **VIDEO FOLDER**, go back one folder. This will take you to the Government Meeting folder.

**In this folder**, is a **PREMIERE PROJECT FILE (.prproj)** 

__**DOUBLE-CLICK**__ the file to open the Government Meeting Template.
		Eau Claire City Council	=	ECCC-Template.prproj
		Eau Claire County	=	ECCB_Template.prproj
		Eau Claire Schools	=	ECSB_Template.prproj
		EC Plan Commission	=	ECPC_Template.prproj

**PREMIERE** WILL OPEN, and then it will ask you where the **Video Files** are. Simply **CLICK SKIP ALL**.

When Premier has finished loading.

====== Load New Video ======
Goto the **PROJECT WINDOW**, Find the **FOLDER: VIDEO**, Open it by clicking on the Arrow next to the Folder, then Select the Video Files inside and Delete them from the Project.

Goto the **MEDIA BROWSER**, it should already be directed to the video folder for the project. 
Grab all of the video that you just copied to this folder, and drag it into the **PROJECT WINDOW**, to the **VIDEO FOLDER**.

Wait for the Video to Compress, Load and Compile. You will know that the video is done when the **YELLOW BAR (Configuring Media Progress Bar)** found at the **BOTTOM RIGHT** of the **SEQUENCE WINDOW** has completed filling.

Once the Video has completed Loading, **SELECT ALL OF THE VIDEO** From the **Video Folder** in your **Project Window**, and drag it into the ‘Template’ Sequence.

__**MAKE SURE THAT YOU ARE WORKING IN THE TEMPLATE SEQUENCE AND NOT ONE OF THE NESTED SEQUENCES FOR THE OPEN, CLOSE, OR BREAKS. – PAY ATTENTION TO THE NAME OF THE SEQUENCE YOU ARE WORKING ON.**__

====== The Edit ======
Once the Video is in the proper Sequence/Template file:
   * Trim up the Front end of the Video to the Start of the Gavel.
   * Trim up the Tail end of the Video to the end of the Gavel, (+ a few seconds of people milling)

=== Check your Audio ===
     * Is the __SAME AUDIO__ Playing on both channels?
       * If not, then GOTO the **EFFECTS Window** and choose either **FILL LEFT** (If the audio is on the Left Channel) or **FILL RIGHT** (If the audio is on the Right Channel) and apply the Effect to **ALL THE CLIPS OF VIDEO**.
     * Check the Front & Tail ends –
       * Make sure that there is a smooth transition between the **OPEN** and the Front of the Edit. As well as between the Tail end of the edit and the **CLOSE**.
       * Use CROSS DISSOLVES

=== Change ALL Graphics ===
       * Double-Click on the Titles
       * Front End Title: Full date
       * Key Title: Abbreviated Date
         * To Save Title and Close, Simple Click the RED X in the top Right Corner of the Title Tool.

=== Check the Size of the Video ===
     * **All renders for News Works (Government Channel) are at 4x3 Ratio.**
     * Check the size of the template/sequence –
       * If the Sequence is set for 4x3 (Square) and your video is larger than the frame (looks zoomed in)
         * Check the video size in your project manager window.
         * IF the video is 1920x1080, 1440x1080 THEN:
           * Select the video in the sequence, Goto the Effects Control Panel, Click the arrow next to MOTION, then under Scale, Change the 100% TO 44.5%.
         * IF the video is 1280x720 THEN:
           * Select the video in the sequence, Goto the Effects Control Panel, Click the arrow next to MOTION, then under Scale, Change the 100% TO 65%.
         * IF the video is any other size THEN:
           * Select the video in the sequence, Goto the Effects Control Panel, Click the arrow next to MOTION, then under Scale, Change the 100% until the video fits the screen.
         * IF YOU HAVE MORE THAN ONE CLIP THAT REQUIRES THIS RESIZE.
           * CLICK AND HIGHLIGHT WHERE MOTION IS IN THE EFFECTS CONTROL FOR THE CLIP YOU JUST CHANGED THE SCALE SIZE TO.
           * USE, CTRL + C (TO COPY THE MOTION EFFECT).
           * HIGHLIGHT ALL OF THE CLIPS THAT YOU WANT TO ADD THE EFFECT TO
           * USE, CTRL + V (TO PASTE THE MOTION EFFECT)
           * DOUBLE CHECK THAT THIS WORKED.

=== If producing video for Web use (Facebook, Youtube) ===
	* **Web Video needs to be produced at the highest ratio available**
		* Thus, if the video was shot with a government setup (not our 150 cameras), then you will be exporting in 4x3 at 720x540 pixels
		*If you shot the video with a 150 camera, use the CVCTV Web HD Sequence setting of: 1280x720	
			* Edit the video at the higher resolution, then downsize in export.
 
====== EXPORTING ======
When you are Ready to **EXPORT**.
MAKE SURE THAT THE TEMPLATE/SEQUENCE IS HIGHLIGHTED.

This can either be done by highlighting the Sequence in the Project Window, or by making sure that there is a YELLOW Bar around the Sequence you are working in.
Two (2) Exported Files will be required:

The same naming system is used across all formats that we export.

  * FOR STATION PLAY:
    * Hit CTRL + M, OR Goto File>Export>Media
      * MPG-2
        * If there is not a preset under the MPG-2 format choice that says either VMW SD or CVCTV SD, then choose: NTSC DV. 
        * This is will export the Standard Definition file needed for the channel playback.
        * Name the file: [4-6-letter program code][4-digit year 2-digit month 2-digit day (or 4-digit day in multi day meetings)]
   - Examples:
     - City Council = ECCC, shot on September 24-25 = ECCC2018092425
     - Plan Commission = ECPC, shot on September 26 = ECPC20180926

        * Navigate to V:\MpegsforNexus
    * Name your file based upon its file code (see code box below)


  * FOR WEB PLAY:
    * Hit CTRL + M, OR Goto File>Export>Media
      * H.264
        * The preset is at the VERY bottom of the list, 
        * if you used an external camera (panasonic AGHMC150P) to record the meeting, then use: **YOUTUBE 720P 29.97 HD**
        * if you used the existing robotic camera system to record the meeting, then use: **YOUTUBE 480P 29.97 SD**

        * Just below the Format and Preset, There is a Yellow/Orange File Name.
        * Click the File Name.
        * Navigate to V:\MpegsforNexus
    * Name your file based upon its file code (see code box below)
    * DO NOT ADD TO OUR SCHEDULE/PROGRAM CODES, FOLLOW THE EXAMPLES BELOW.

Use the date of the program after the file code: EXAMPLE:

EC City Council Recorded on Jan 1-2,2014 = ECCC2014010102</code>
   * CLICK SAVE
   * CLICK QUEUE
This will open **Adobe Encoder** .Once Encoder has fully opened and added the Project to the Queue. **GO BACK** to Premiere. Click **FILE>SAVE**. THEN CLICK **FILE>EXIT**.
   * This will save your project and close Premiere – Premiere is a Memory hog. When you have the ability to save on memory when Exporting - __ALWAYS DO SO__.
   * Once Premiere has successfully closed, Go to the Encoder. CLICK Start **Queue/Play Button** to start the Encoder.
   * **__IF THE EXPORT IS TAKING A WHILE__. DO NOT SURF ONLINE – DO NOT ATTEMPT TO DO ANYTHING ELSE**. (OTHER THAN EXPORTING THE VIDEO)
     * Reason: Exporting is extremely taxing on the CPU. Going online or trying to get the computer to do anything else **WILL SLOW DOWN THE EXPORT**.

====== UPLOADING GOVERNMENT VIDEO & WEB VOD ======
Open **TWO** (2) Window Explorer (ALSO FOUND VIA START MENU, MY COMPUTER – __DO NOT OPEN INTERNET EXPLORER__) windows. (Use Keyboard: Windows Key + E). Put the two windows so you can see both of them.
    * Navigate one window to: V:\MpgsForNexus, then find the MPG-2 Video file of the meeting exported out. [This will be called NLE Window]
    * Navigate the other window to: Government-Channel (Q:)\[CODE FOR GOVERNMENT MEETING YOU ARE MOVING]\[CURRENT YEAR]\Station\ [This will be called Network Window]
    * MOVE the file from NLE Window to Network Window.
    * Repeat these steps to MOVE the H.264 (Web) File to:  Government-Channel (Q:)\[CODE FOR GOVERNMENT MEETING YOU ARE MOVING]\[CURRENT YEAR]\Web\

WHILE WAITING FOR THE FILE TO COMPLETE THE COPY/TRANSFER. YOU CAN FINISH WRITING THE CODE TO BE USED FOR [[government_edits:2_uploading#government_meetings_-_posting_to_wordpress_with_youtube_video_information_instructions|POSTING TO WORDPRESS]]

WHEN THE TRANSFER HAS COMPLETED, CLOSE THE TWO WINDOWS AND – [[government_edits:2_uploading|GO TO NEXT STEP]]
